Personal Profile
Prof. Dr. Oscar Chan has a Doctor degree in Business Management, he is a Certified Facility Manager since 1994, bestowed by the International Facility Management Association (IFMA)as Fellow in 2009 (at present, only 86 IFMA Fellows throughout the world have been awarded) . Dr. Chan is presently the Director of Macau Institute of Management as well as the Director of Facility Management Development Centre which is part of Macau Management Association. He is the Principal Consultant of the International Facility Management Association and its Official Representative in China. He is also a subject assessor of University of Cambridge International Examination Centre in China. Dr. Chan is a Visiting Professor of the Research and Learning Center of Business Administration, Renmin University of China. Dr. Chan has extensive experience in education, corporate training and staff development. He was Managing Director of City Facility Management Consultancy Ltd (CFMC, a subsidiary of City University of Hong Kong) from 1994 to 2003. Under Dr. Chan’s leadership, CFMC successfully registered under the Efficiency Unit of the HKSAR Government’s list of specialized management companies. In 2006, he was Senior Programme Director of the Hong Kong University School of Professional and Continuous Education, acting as Vice President (Academic) of the Suzhou HKU SPACE Global College. In addition to academic and consultancy experience, Dr. Chan has over 20 years of senior management experience in various service oriented and multi-disciplinary industries and facilities including Hospitals and Health Care Services, International Airports, Universities and Logistics centre. He has also extensive education, corporate training, development and strategic planning experience.
Academic and Professional Background
Dr. Chan has a Doctor of Philosophy degree in Business Management, a Master degree in Public and Social Administration and a Bachelor of Commerce degree. Dr. Chan’s professional qualifications include Certified Facility Manager, IFMA Fellow, IFMA Qualified Instructor, Hon. Fellow of the Asia Pacific CEO Association, professional member of Chartered Institute of Logistics and Transport, Hong Kong Logistics Association and Institute of Human Resources Management. In 1998-2000, he was appointed by Hong Kong SAR Government, under the Vocational Training Council Ordinance, a member of Security Training Board. Other appointments included External Specialist of Hong Kong Quality Assurance Agency and Executive Director of Property and Facility Assessment and Development Centre. In 1997, Dr. Chan received a research grant under the Innovative Technology Fund of Hong Kong SAR Government and published the Best Management Practice Report which served as an industry reference and the first of its kind for the Hong Kong Estates Management Industry.

Dr. Chan is an international renowned expert in the field of Facility Management which is a recognized management discipline integrating People, Place, Process and Technology to align corporate vision and mission so as to achieve organization harmony, efficiency and effectiveness. In recent years, Dr. Chan has been very active in support of environmental, sustainability and energy management with major efforts in reducing carbon footprint. Since 2007, Dr. Chan’s consulting team has been appointed by the Government Energy Development Office to assist over 60 Macau SAR Government departments in various energy management and saving programs, all with excellent results.
Dr. Chan has given a lot of industry specific talks and seminars at many international conferences and seminars in North America, China, India, Hong Kong and Macau. Dr. Chan specializes in most business and management disciplines including Management science, Operational research methods, cost accounting and financial management, supervisory management and interpersonal skills and other facets of human resources management, quality assurance, strategic management, business process improvement, business policy formulation, best practices and performance measure.

Dr. Chan has established excellent social and business connections in USA, China, Taiwan, Hong Kong and Macau. Some of the major corporate clients included Hilton Hotel, Beijing Tourist Group, Hua Wei Electronics, Chase Manhattan Bank, Dragon Air, Transport Canada, Guardforce G4 Security Services, the Guardian Group, Sun Hung Kei Group, Hang Kei Properties Ltd, Hospital Authority, Hong Kong Council of Social Services, Hong Kong Quality Assurance Agency, Hong Kong Government Flying Services, Occupational and Skill Testing Authority of China, Beijing Tsing Hua University, Beijing Renmin University, Hong Kong University, Hong Kong Polytechnic University, City University of Hong Kong, Lingnan University. In Macau, major clients include many government departments and units, commercial and industrial enterprises. Publications:
From 2001 onwards, Dr. Chan has completed many research and publications, the latest one was published in Macau in 2008, titled “Facility Management on Public and Safety Guidelines” funded by the Macao Foundation.
